RC Waters Elementary of the Benton-Carroll-Salem School District is located about 25 miles east of Toledo in the Village of Oak Harbor. The community and elementary school can be characterized by strong collaboration, high expectations and positive relationships.

The collaborative effort of administrators, teachers, families and community working to provide the support each student needs to continuously improve makes the school a great place for students to learn. Parents and community members volunteer in the school offering the students a variety of learning opportunities. The students give back to the community by helping with projects and serving others.

The school's success is attributed to its relentless pursuit of excellence. The staff uses research-based curriculum, high-yield instructional strategies and technology-embedded instruction. Teachers use assessment data to make instructional decisions and monitor student progress frequently. At RC Waters all students are empowered to achieve success.

A positive student-centered climate has been created and maintained. This child-centered approach encourages and promotes a high level of self-esteem for the child while establishing a positive connection between school and home. The emphasis at RC Waters Elementary is to develop strong relationships with its community, parents and students to help it ensure the best academic, social and emotional learning experiences for the children in its care. Elementary school is a special time and should be filled with excitement and wonder. It is a privilege to make it special for the children.
