JC Kelly Elementary opened its doors in 1979 to help fulfill the hopes and dreams of hard-working parents in the predominantly farming community. Located in the heart of Las Milpas in Pharr, Texas, JC Kelly is the pride and joy of this humble community. Situated five miles from the US-Mexico border, it is surrounded by modest dwellings, platted streets, and includes the Cabrini Catholic Church. It is a "second home" to 395 students from full-day pre-kindergarten (3- and 4-year olds) through fifth grade. Currently, JC Kelly serves a student population that is 100% Hispanic, 93% economically disadvantaged, 70% English learners, and 83% at-risk. One-hundred percent of the students are eligible for free and reduced price lunch, and approximately 3% of students qualify for special education services. This small rural school has a mobility rate of over 12% with 38% of its enrollment transferring from surrounding districts.

Despite its formidable challenges and diverse demographics, JC Kelly encourages all students and staff to reach their full potential, strive for academic success, and prepare for transition to the districts' early college high school and beyond. Through targeted initiatives in and out of the academic arena, students participate in a rigorous instructional program focused on developing mastery of knowledge in the core curriculum. Through the consistent implementation of key strategies and initiatives, students have developed a growth mindset to become lifelong learners. JC Kelly sets the standard for a comprehensive, sustainable school improvement model for long-term success, a direct contribution to student achievement.
